Pakistani nurses in Ireland 2026: NMBI fees, English test, PNMC verification, protector and HSE pay

Pakistani Nurses in Ireland (2026): NMBI Registration, PNMC Verification, RCSI Test, Protector and Pay

Last updated: 1 November 2026 | Checked against the Nursing and Midwifery Board of Ireland (NMBI), the RCSI aptitude test pages, the Pakistan Nursing and Midwifery Council (PNMC), the Higher Education Commission (HEC), the Bureau of Emigration and Overseas Employment (BE&OE), Immigration Service Delivery and HSE pay scales from 1 June 2026.

Ireland needs nurses, and more Pakistanis are getting Irish work permits every year. The Department of Enterprise issued 1,453 employment permits to Pakistani nationals in 2025 and 1,448 in January to September 2026 alone, across all sectors.

For a nurse, the hard part is not finding a vacancy. It is getting registered with the Nursing and Midwifery Board of Ireland (NMBI) and getting your paperwork through two countries: PNMC and HEC in Pakistan, then NMBI, the immigration service and, before you fly, the Protector of Emigrants. This guide puts every step in order, with the real fees in euros and rupees.

Quick answer

Yes, Pakistani nurses can work in Ireland. Pass IELTS Academic (7.0) or OET (grade B), get your documents certified and your PNMC verification (Rs 10,000), then apply to NMBI for qualification recognition (€350). Most Pakistani-trained nurses are then asked to pass the RCSI aptitude test (€2,800) or complete an adaptation period in Ireland, which needs a signed 2-year job contract and Atypical Working Scheme permission. After you pass and register (€145), NMBI gives you a PIN, your employer applies for a Critical Skills permit, and you complete the BE&OE protector registration (Rs 9,200 direct). HSE staff nurses earn €38,166 to €56,592 a year.

The 6 Steps From Pakistan to an Irish Ward

Six steps for a Pakistani nurse to work in Ireland: English test, documents and PNMC verification, NMBI recognition, contract and AWS, RCSI test or adaptation, permit, visa and protector
Keep your job in Pakistan until your NMBI decision letter arrives.
  1. Pass IELTS Academic or OET at NMBI’s scores.
  2. Prepare your documents: certified copies, translations and your PNMC verification.
  3. Apply to NMBI for qualification recognition and wait for your decision letter.
  4. Get a signed job contract and Atypical Working Scheme permission, then your visa to travel.
  5. Pass the RCSI aptitude test or an adaptation period, register with NMBI and get your PIN.
  6. Your employer applies for your work permit, and you complete the BE&OE protector registration before you fly.

Our NMBI registration guide explains the Irish side of every step in more detail. This guide adds what is different when you start from Pakistan.

Step 1: IELTS or OET

NMBI only exempts nurses who trained in English, or have three years’ recent practice, in the US, UK, Canada, Australia or New Zealand. Pakistan is not on the list, so you need one of these:

  • IELTS Academic (or IELTS Academic for UKVI): 7.0 overall, with at least 7.0 in three parts and 6.5 in the fourth.
  • OET Nursing: grade B in three parts and at least C+ in the fourth.

The result must come from one sitting and be less than two years old. NMBI does not accept IELTS Online, OET@Home or an IELTS One Skill Retake, so book a test-centre sitting. Both tests are available in major Pakistani cities; check the current fee in rupees with the test provider.

Step 2: Your Pakistani Documents

What NMBI asks for

NMBI wants certified copies of your passport, your nursing degree or diploma certificate, your transcript, evidence of your current registration or licence, and evidence of any change of name. Any document not in English needs a certified translation by a qualified translator, with their stamp, signature and contact details.

A notary public, a solicitor or lawyer, or a commissioner for oaths can certify copies. The certifier must confirm they saw the original, write their full name and profession, and stamp, sign and date each first-generation copy. Uncertified scans are the most common reason files stall.

PNMC registration and verification

The Pakistan Nursing Council became the Pakistan Nursing and Midwifery Council (PNMC) under the PNMC (Amendment) Act 2023. Use the new name and the website pnmc.gov.pk; the old pnc.org.pk site is out of date.

  • Verification of Registration / Good Standing Certificate: PNMC charges Rs 10,000 for a foreign country (Rs 1,000 within Pakistan). Your request includes the full address of the council it is going to, plus copies of your registration card and nursing certificates.
  • Paying PNMC: by deposit at Habib Metropolitan Bank or a PNMC fee challan at National Bank of Pakistan. PNMC says it does not accept bank drafts or cheques.
  • Qualifications PNMC lists: Generic BSN (4 years), Post-RN BSN (2 years, after at least 1 year as an RN) and MSN, as well as diploma programmes.

NMBI also requires a certificate of good standing to complete an overseas application; PNMC’s Verification of Registration / Good Standing Certificate is the document to request.

NMBI assesses every qualification individually, so there is no published rule that a particular Pakistani qualification passes or fails. Expect a full qualification assessment whichever route you trained on.

HEC attestation

NMBI’s document rules ask for certified copies; they do not mention HEC attestation. If an employer or agency asks for an attested degree, HEC now runs a fully online e-attestation system at eservices.hec.gov.pk. The fee is Rs 3,000 per document, paid through 1-Link, and HEC verifies the degree with your university. For nursing degrees you upload your PNMC registration card with the application.

Step 3: NMBI Recognition and Your Decision Letter

Apply on MyNMBI and pay the €350 recognition fee. NMBI sorts applicants into groups; a nurse trained in Pakistan is not covered by the EU rules, so expect a full qualification assessment. NMBI does not publish a processing time.

Your decision letter will say your qualification is recognised, that NMBI needs more information, that you must complete a compensation measure, or that recognition is provisionally refused (you can appeal for €150). For most nurses trained outside the EU, it is a compensation measure. The letter is normally valid for 12 months.

Do not resign yet. Keep working in Pakistan until your decision letter arrives. Experience counts, and nothing is certain until NMBI decides.

Step 4: Job Contract, AWS and Your Visa

Both compensation measures take place in Ireland. To come for them you need permission under the Atypical Working Scheme (AWS) for nurses:

  • A signed employment contract of at least 2 years (or permanent) with a licensed, registered facility. A letter of offer is not accepted.
  • Permission lasts up to 6 months, for one employer and one location. Agency work is not allowed.
  • You cannot work in any other job, including as a healthcare assistant, while on AWS.
  • Pakistanis are visa-required, so you apply for AWS online from Pakistan first (€250 fee, allow at least 20 working days), then for your visa.

Irish visa applications from Pakistan are made online on AVATS (€60 single entry or €100 multiple entry), then lodged at a VFS Global Ireland visa centre in Islamabad, Lahore, Karachi or Mirpur (VFS charges €66.20, PKR 21,640). The Dublin Visa Office decides them. Our guides to the Ireland work visa from Pakistan and the Irish embassy and VFS centres in Pakistan cover the documents, waiting times and how to check your result.

Step 5: RCSI Test or Adaptation, Then Your PIN

General and psychiatric nurses can choose either option. Nurses in other divisions (for example children’s or midwifery) must do an adaptation period.

  • RCSI aptitude test: a multiple-choice theory test, then an OSCE practical, both at the Smurfit Building, Beaumont Hospital, Dublin 9. The fee is €2,800, or €2,500 when an eligible employer pays RCSI directly, and it covers two attempts at each part.
  • Adaptation period: at least 6 weeks of supervised practice in an NMBI-approved Irish facility, extendable to 12 weeks or more. You or your employer arrange the placement; NMBI does not.

When you pass, you apply for registration on MyNMBI and pay €145. NMBI enters you on the Register and issues your PIN.

Step 6: Work Permit and the BE&OE Protector

With your PIN, your employer applies for your Critical Skills Employment Permit, including a copy of your AWS approval letter. Registered nurses are on the Critical Skills list, so your spouse and children can join you straight away, and you can move to Stamp 4 later.

Protector of Emigrants (BE&OE)

Pakistanis going abroad for work register with the Bureau of Emigration and Overseas Employment under the Emigration Ordinance 1979 and get the protector stamp in their passport. Because you travel on an employment contract, check with your Protector of Emigrants office which stage of your journey needs it before you book a flight. There are two routes:

Fee (BE&OE schedule)Direct employmentThrough a licensed OEP
OEP service chargesNoneRs 15,000 (Rs 6,000 for processing cases)
Welfare Fund (OPF)Rs 4,000Rs 4,000
Insurance premiumRs 2,500Rs 2,500
Registration feeRs 2,500Rs 500
OEC feeRs 200Rs 200
TotalRs 9,200Rs 22,200

For direct registration, BE&OE’s document list includes your visa, a valid passport, the employment contract signed by the employer, the fee and welfare fund receipts, a State Life insurance certificate, a soft skills certificate and, for government servants and nurses, an NOC from the relevant federal or provincial health authority. If you work for a government hospital, start the NOC early.

Most Irish employers hire nurses directly, so many nurses use the direct route. If you use a recruitment agency, check it on BE&OE’s list of licensed Overseas Employment Promoters first.

Red Flags From Agents

  • Paying for a job offer. Applying for HSE jobs is free. Nobody can sell you an Irish nursing job or a faster NMBI decision.
  • An agency that is not a licensed OEP. Check it on BE&OE’s list before you pay anything.
  • “Visit visa now, job later.” A visit visa does not allow work, and it is not the Atypical Working Scheme.
  • A “letter of offer” instead of a contract. AWS needs a signed contract of at least 2 years.
  • Healthcare assistant work while on AWS. Not permitted under any circumstances.
