Stamp 4 Ireland (2026): When Work Permit Holders Qualify and How to Apply

Last updated: 30 October 2026 | Checked against Immigration Service Delivery (ISD) guidance on Stamp 4 upgrades (updated 25 February 2026) and immigration stamps (updated 5 June 2026).

For most people who move to Ireland on an employment permit, Stamp 4 is the point where life changes. Until then, you are tied to the employer and the job named on your permit. With Stamp 4 you can change jobs freely, work for anyone, start a business, and keep building residence towards Irish citizenship, all without an employment permit.

The rules on when you qualify changed in April 2024 and are often misreported online. This guide sets out the current ISD rules: who qualifies and after how long, how the months are counted, how to apply through the online portal, what Stamp 4 lets you do, and the mistakes that delay or sink applications.

Quick answer

Employment permit holders on Stamp 1 can move to Stamp 4 after 21 months of employment in Ireland on a Critical Skills Employment Permit, or after 57 months on a General Employment Permit or Intra-Company Transfer. You apply by renewing your permission under Stamp 4 conditions on the ISD online portal before your current permission expires. Stamp 4 lets you work without an employment permit and counts as residence for citizenship.

What Is Stamp 4?

Every non-EEA resident in Ireland holds an immigration permission, shown as a “stamp” on the Irish Residence Permit (IRP) card. Employment permit holders start on Stamp 1, which only allows the work their permit covers. Stamp 4 is a broader permission. According to ISD, a Stamp 4 holder:

  • can take up any job without needing an employment permit;
  • can set up and run a business;
  • can work in a profession, subject to that profession’s own rules;
  • may access state funds and services as decided by the relevant government bodies;
  • builds reckonable residence for citizenship by naturalisation.
What Stamp 4 allows in Ireland: any job without an employment permit, run a business, work in a profession, counts as reckonable residence for citizenship
Stamp 4 removes the link between your residence and one employer.

Stamp 4 is not permanent residence. It is granted for a set period and has to be renewed before it expires. But for a worker, it ends the link between your right to live in Ireland and one particular employer.

Who Qualifies, and After How Long

ISD’s current rules apply to people living in Ireland on a Stamp 1 or Stamp 1H permission based on an employment permit or a researcher hosting agreement. There are two tracks.

Two tracks to Stamp 4: Critical Skills, researchers and NCHD doctors at 21 months; General Employment Permit and Intra-Company Transfer at 57 months
Months count from your employment start date on the Revenue Employment Detail Summary.

The 21-month track

You can upgrade once you complete 21 months from the start of your employment in Ireland on:

  • a Critical Skills Employment Permit;
  • a Hosting Agreement as a researcher; or
  • a multi-site General Employment Permit as a non-consultant hospital doctor.

Stamp 4 granted on this track is renewable every two years.

The 57-month track

You can upgrade once you complete 57 months from the start of your employment in Ireland on:

  • General Employment Permits; or
  • Intra-Company Transfer employment.

Stamp 4 granted on this track is renewable every year.

The two tracks do not mix. ISD states that months on a General Employment Permit or Intra-Company Transfer are not interchangeable with the Critical Skills, researcher or doctor categories when it assesses the 21-month rule. So if you spent a year on a General Employment Permit and then moved to a Critical Skills permit, that first year does not count towards your 21 months.

Before April 2024 the picture was different: Critical Skills holders waited two years (and until late 2023 also needed a support letter from the Department of Enterprise), General Employment Permit holders waited a full five years, and Intra-Company Transfer holders could not upgrade at all. Many older articles still describe those rules.

How the Months Are Counted

ISD counts from the date your employment in Ireland began, and it checks that date against your Employment Detail Summary from Revenue, which you can download from myAccount on revenue.ie. It does not use the dates printed on your IRP card.

If you first worked in Ireland under a different permission and only later moved onto Stamp 1, the start date is taken from the validity dates of the employment permit under which your Stamp 1 was registered.

In practice: download your Employment Detail Summary early, check the start date, and count forward 21 or 57 months. Do not apply before that date. An application made before you complete the required period does not meet the rule.

How to Apply for Stamp 4

How to apply for Stamp 4: check your start date, log in to the ISD online portal, upload passport, IRP card, permits and EDS, pay 300 euro and keep your OREG number
Apply online before your current permission expires.

There is no separate Stamp 4 application form. You renew your existing permission on the ISD online portal and ask for it to be renewed under Stamp 4 conditions.

  1. Confirm you are eligible. Check your start date on the Revenue Employment Detail Summary and make sure you have completed 21 or 57 months.
  2. Log in to the ISD online portal on irishimmigration.ie, or create an account.
  3. Choose the registration renewal form and apply to renew under Stamp 4 conditions.
  4. Upload your documents. These typically include your passport’s biometric page, the front and back of your current IRP card, your employment permit(s), your Employment Detail Summary and current proof of employment. ISD’s required documents page is the definitive list.
  5. Pay the fee. ISD’s renewal guidance puts the cost at €300 for most permissions, paid by card.
  6. Submit and keep your OREG number. The acknowledgement email with your Registration Office (OREG) application number is your proof that you applied.

Apply before your current permission expires. This is the single most important rule. ISD’s Notice to Employers protects people who submitted their renewal on time: it lets you stay and keep working on your existing conditions for up to 12 weeks after your IRP card expires while ISD processes the renewal. Earlier in 2026, ISD extended that cover and confirmed that people waiting on a Stamp 4 upgrade could keep working without an employment permit. None of this protection applies if your permission had already expired when you applied.

Mistakes That Delay or Sink Stamp 4 Applications

  • Applying too early. The rule is completion of 21 or 57 months. Count from your Employment Detail Summary, not from memory.
  • Letting your permission lapse. If your permission expires before you apply, you lose the Notice to Employers protection and may have a gap in your immigration history.
  • Using IRP card dates. ISD uses the employment start date, not the date on your card.
  • Counting General Employment Permit time towards the 21-month rule. The categories are not interchangeable.
  • Incomplete uploads. ISD does not process renewals that are missing required documents. Check the list before you submit.
  • Travelling with an expired card. If you are visa-required (as Pakistani citizens are), an expired IRP card may not get you back into Ireland. Plan travel around your renewal.

From Stamp 4 to Irish Citizenship

Stamp 4 is usually a stepping stone, not the finish line. Both Stamp 1 and Stamp 4 count as reckonable residence for citizenship by naturalisation. Under Irish nationality law, applicants generally need five years (1,825 days) of reckonable residence in the last nine years, including one continuous year immediately before applying. That means a Critical Skills holder’s first years on Stamp 1 and later years on Stamp 4 can add up to citizenship eligibility. Our Irish citizenship guide for permit holders covers the requirements, fees, the 70-day rule and the proposed eight-year change.
