Last updated: 1 November 2026 | Checked against the HSE’s own recruitment pages (how to apply, screening, Garda vetting, offer of employment, overseas candidates), the HSE Career Hub relocation and international recruitment pages, and HSE campaign information documents from 2026.
Every week we post real HSE vacancies for nurses and other health workers, and the same questions come back in the comments: Can I apply from Pakistan? Do I send my CV? What does “panel” mean? Who pays for the police clearance?
This guide answers all of them in one place. It follows a real application from the HSE jobs site to your first day, using only what the HSE itself says, and it points out where the rules differ from one campaign to the next.
Quick answer
Search about.hse.ie/jobs/job-search and set Advertisement Type to Open to all. Apply exactly the way the advert says: usually an application form sent by email, or an online form (some campaigns use Rezoomo). CVs are often not accepted. If you are shortlisted you get an interview, usually with two weeks’ notice. Successful candidates go onto a ranked panel, and jobs are offered from the top. Then come references, Garda vetting, police clearance from every country you lived in, and a health check. For non-EEA applicants, the HSE only sponsors an employment permit for roles on the Critical Skills Occupations List, which covers nurses, doctors and many health professionals but not healthcare assistants.

The HSE Hiring Route in 8 Steps

Before You Apply: Can the HSE Actually Hire You?
Check two things first: whether you need a permit, and whether the HSE can sponsor one for the job you want.
EEA, Swiss and British citizens do not need an employment permit or visa to work in Ireland. Everyone else needs an employment permit, and most will also need a visa to enter Ireland.
The sponsorship rule. The HSE states: “the Health Service Executive (HSE) will only be in a position to sponsor you for an Employment Permit if the role you are applying for is on the Critical Skills Occupations List… If the role is not on the Critical Skills Occupations List then the HSE will be unable to offer sponsorship regardless of whether or not you are successful at interview.” The HSE says this about permanent posts.
In practice, that means:
- Nurses and midwives: on the Critical Skills list. This is the main overseas route into the HSE. See our nursing jobs in Ireland guide.
- Doctors, pharmacists and many health and social care professionals (physiotherapists, radiographers and others): many of these roles are on the list. Check your exact job title on the Critical Skills Occupations List.
- Healthcare assistants, porters, cleaners and admin roles: not on the list, so the HSE cannot sponsor a permit for these. One 2026 HSE campaign for a porter post put it plainly: non-EEA citizens not resident in Ireland would only be considered “if we cannot find an EEA citizen to fill the vacancy”. If you want to work as a carer from abroad, private nursing homes and home-care companies can sponsor a General Employment Permit. Our caregiver jobs guide explains that route.
If you already live in Ireland with a Stamp 1, 1G, 4, 5 or 6, the HSE asks you to send a copy of your passport stamp or Irish Residence Permit with your application. Applications without it are treated as incomplete.
Step 1: Start Your Professional Registration Early
The HSE says: “The HSE can only employ a regulated health professional if they are registered with the relevant professional regulator in Ireland”, and that registration “can take time”, so start as soon as possible. The regulators are:
| Profession | Irish regulator |
|---|---|
| Nurses and midwives | Nursing and Midwifery Board of Ireland (NMBI), through MyNMBI |
| Doctors | Medical Council |
| Pharmacists | Pharmaceutical Society of Ireland (PSI) |
| Dentists and dental team | Dental Council |
| Paramedics and EMTs | Pre-Hospital Emergency Care Council (PHECC) |
| Physiotherapists, OTs, radiographers, dietitians, speech and language therapists, social workers, medical scientists and others | CORU |
| Audiology, clinical biochemistry, environmental health, orthoptics, psychology | Department of Health validation unit |
Nurses trained outside the EU usually need an English test, NMBI recognition and then the RCSI aptitude test or an adaptation period. Our NMBI registration guide covers every step for any nationality, and our guide for Filipino nurses walks through each NMBI step with fees, and the steps are the same for nurses from Pakistan, India, Nigeria and elsewhere. Doctors should read our doctor jobs guide, and physiotherapists our CORU guide.
Step 2: Find the Right Vacancy on the HSE Jobs Site
The HSE says “All HSE jobs are advertised on the HSE jobs page”. Here is how to use it:
- Go to about.hse.ie/jobs/job-search.
- Set Advertisement Type to Open to all. The other types, Internal and Confined competition and Secondment, are for people who already work in the health service.
- Set Category, for example Nursing and Midwifery or Health and Social Care Professionals.
- Narrow by Grade (for example “Staff Nurse – General 2135”), County, Health Region or Contract type.
- To find a job we posted on social media, type its reference code (for example SNTHMAY26) into the keyword box.
On each vacancy page, note four things: the reference, the closing date and time, whether it says “open to both HSE and non-HSE applicants”, and the link to the job specification. The job spec holds the eligibility criteria, salary scale and the name of a person you can contact for informal enquiries.
Contract types, explained. Permanent Wholetime is a permanent full-time job. Specified Purpose and Fixed Term posts are temporary. If and when posts are as-needed work. If you need a Critical Skills permit, aim for permanent posts: that permit needs a job offer of at least two years, and the HSE relocation package also needs a permanent post or a temporary one of at least two years.
“Supplementary Panel” in a job title means the campaign tops up an existing list of approved candidates (more on panels below). You can still apply.
Get alerts. You can register on the HSE Career Hub for email alerts by job category, grade, county and contract type.
Step 3: Apply Exactly the Way the Advert Says
The HSE does not use one system for every job. Each advert tells you how to apply, and that instruction overrides anything else, including this guide. You will usually see one of two methods.
1. An application form sent by email. The HSE’s own rules for this are:
- Use the application form attached to that advert, and type it in Arial, size 10.
- Send it as an email attachment to the address on the form, in Word or PDF only. “Do not send a link to Google Drive or any other personal cloud storage site.”
- Keep attachments under 3 MB. Zip larger supporting documents.
- Allow at least one hour for the email to arrive. The HSE normally confirms receipt within 2 working days. If you hear nothing, email the recruitment team to check.
- You do not need to sign the form now. You sign the declaration later.
2. An online application form. Some campaigns use a digital form instead. For example, the Galway University Hospitals staff nurse theatre campaign (reference SNTHMAY26) asks applicants to complete a Rezoomo form and states “CV’s not accepted for this campaign”.
Do not rely on your CV. The HSE says “Decisions about your suitability for the role are based entirely on what you write on the application form.” If your experience is not on the form, the board will not count it. Our Irish CV guide is still useful for private employers and recruitment agencies, but not for HSE forms.
Do not attach references. The HSE asks for them later, and says “Do not submit written references with your application form.”
Competency questions: how to answer them
Many forms ask you to describe a time you showed a skill, such as teamwork or patient safety. The HSE’s guidance is to give, for each answer:
- the task, problem or objective,
- what you did and how you showed the skill, with the date, and
- the outcome, and how much of the credit was yours.
Keep each answer to one A4 page. Be specific about numbers, timescales and people involved, and do not use the same example for more than two competencies. The board “will not assume you demonstrate a skill only because of your current role, length of experience or educational qualifications”. At least one 2026 campaign also told applicants: “Do not use AI to complete the application form.”
The closing time is in Irish time
The HSE says applications “must be received by the stated closing date and time. No exceptions will be made.” Ireland is on UTC+0 until 28 March 2027 (then UTC+1). A typical 12:00 noon closing time is:
| Where you are | 12:00 Irish time is (winter 2026/27) |
|---|---|
| Philippines (Manila) | 8:00 PM the same day |
| Pakistan | 5:00 PM |
| India | 5:30 PM |
| Nigeria | 1:00 PM |
| US Eastern (New York) | 7:00 AM |
Submit a day early. Emails can take time to arrive, and online forms can be slow just before a deadline.
Step 4: Shortlisting and Ranking
After the closing date, your form is checked against the eligibility criteria in the job spec: registration, qualifications and experience. “Only applicants who clearly show that they meet the required criteria will move forward.” If there are many applicants, a board may score and rank the forms, and interviews can be held in phases starting with the highest-ranked candidates.
If you are not shortlisted, the HSE tells you and gives the reason. Campaign documents allow you to ask for a review, usually within 5 working days of the decision, so act quickly if you think a mistake was made.
Step 5: The Interview
- Notice: “We usually give you 2 weeks’ notice before an interview. We can shorten this in certain circumstances.” Urgent campaigns may call you at very short notice.
- The board: usually 3 people, including subject experts, a manager and an independent member.
- Questions: mostly about competencies and professional knowledge. The board may ask for new examples beyond those on your form.
- ID: bring recent photo ID, such as a passport, whether the interview is online or in person.
- Phones: mobile devices are not allowed during the interview. You may bring a paper copy of your application form.
- Online or in person: this depends on the campaign. Read the advert closely. The Galway theatre nurse campaign above says “In person interviews can only be facilitated for this campaign”, which matters a lot if you live abroad. At least one campaign states that interview expenses are paid by the applicant.
- Scoring: campaigns we checked require a minimum of 40 marks in each competency area to pass.
A good interview is still not a job. The HSE says “A recommendation from the interview board is not a job offer.”
Step 6: The Panel, and Why You May Wait
Many HSE campaigns create a panel: a list of everyone who passed the interview, ranked in order of merit. When a job comes up, it is offered to the highest-ranked candidate first, then the next, and so on. One 2026 campaign says panels stay in place for at least 12 months and can be extended up to 3 years. A supplementary panel is a new panel added to an existing one, and candidates on the earlier panel are ranked above it.
When a post opens, you get a confirmation of interest request. In one campaign this gave one working week for a permanent post and 48 hours for a specified purpose post. If you do not reply, the HSE assumes you are not interested. Being on a panel “does not guarantee a job offer”, so keep checking your email, including spam, and keep applying for other vacancies.
Step 7: Clearances (Start Your Police Certificates Now)
Before any offer becomes final, the HSE checks your references, carries out Garda vetting for roles with patients or vulnerable people, and asks Occupational Health to confirm you are fit for the role.
Police clearance is where overseas candidates lose offers. The HSE rules are:
- You need a police clearance for every country where you lived for 6 months or more since your 16th birthday (outside the Republic of Ireland and Northern Ireland).
- Each clearance must be dated after you left that country, cover the whole time you lived there, and confirm no convictions.
- From the USA, it must come from the FBI. State-level clearances are not accepted.
- The UK uses ACRO. For countries the HSE does not list, it says to contact the relevant embassy.
- You pay for police clearances. They are not in the relocation package list.
- Do not send them until asked. But once you accept an offer you get a set time to provide them (one campaign says typically 5 working days), and “the offer may be withdrawn” if you cannot. So request them early.
You must also disclose all convictions, in Ireland and abroad, including pending prosecutions.
Step 8: Contract, Employment Permit, Visa and Start Date
The offer. “You do not have a job offer until the HSE gives you a formal contract of employment.” You are only employed once you sign it and return it. If you are joining from outside the HSE, you must start within 3 months of the formal offer, or the offer may be withdrawn. Plan your permit and visa around that deadline.
The employment permit. For roles on the Critical Skills list, the permit is a Critical Skills Employment Permit. It needs a job offer of at least two years, and the application fee is €1,000. See our guide to permit processing times for current waits. Your spouse and children can join you straight away, and your spouse can work without a separate permit.
The visa. After the permit is approved, you apply for an Irish employment visa from your home country if your nationality needs one. Country guides: Pakistan, Philippines, and all other countries. Americans do not need a visa to enter, but still need the permit. Our US guide covers that.
The HSE Relocation Package
Candidates recruited from outside Ireland into a permanent post, or a temporary post of at least two years, can claim help with moving costs. Ask the HR department of the service that hired you.
| Support | Amount |
|---|---|
| Accommodation (first 3 months) | Up to €3,910 |
| Flight or ferry | Up to €800 from outside the EU; up to €250 from the EU or UK |
| Total | Up to €4,710 (non-EU) or €4,160 (EU/UK) |
The HSE says it may also cover professional registration fees, visa costs, aptitude and language test fees (including RCSI), qualification recognition fees, the Atypical Working Scheme fee and recruitment agency fees where applicable. You need receipts, claims must be made within four months of your start date, and you may have to repay some of it if you leave within two years. Junior doctors (NCHDs) on rotation schemes have a separate arrangement.
Applying Through an Agency
Many international nurses are recruited through agencies that run the whole process for the HSE. The HSE Career Hub names these partner agencies for staff nurse and staff midwife recruitment: Adaptive, CPL Healthcare, Kate Cowhig, Servisource and TTM. If you apply through one of them, the agency handles most of the early steps and the relocation payments.
You can also apply directly on the HSE site. Both routes lead to the same HSE jobs.
⚠️ Never pay for an HSE job
Applying to the HSE is free. Every real HSE vacancy is on about.hse.ie, so if someone offers you an “HSE job” you cannot find there by its reference number, treat it as a scam. HSE emails come from hse.ie addresses. Never pay anyone for a job offer, an interview slot or a “guaranteed” permit.
7 Mistakes That Cost Overseas Applicants the Job
- Applying for “Internal and Confined” jobs. Only “Open to all” campaigns accept outside applicants.
- Applying for roles the HSE cannot sponsor, such as healthcare assistant posts, while living outside the EEA.
- Sending a CV instead of the form, or sending a Google Drive link.
- Leaving experience off the form because “it is on my CV”. Only the form is scored.
- Missing the deadline because of the time difference.
- Not answering a confirmation of interest in time, which leaves you on the panel without an offer.
- Waiting for an offer before requesting police clearances, then missing the deadline to provide them.

These vacancies were checked on the HSE’s own site. Jobs marked “open to all applicants” accept people who do not work for the HSE; always confirm on the vacancy page. Use them to practise the steps above: find the job by its reference, read the job spec and check how to apply.

Frequently Asked Questions
Can I apply for HSE jobs from outside Ireland?
Yes, for jobs marked “Open to all” on about.hse.ie. If you are not an EEA, Swiss or British citizen, the HSE can only sponsor an employment permit for roles on the Critical Skills Occupations List, such as nurses and many doctor and health professional roles.
Does the HSE accept CVs?
Usually not. Most campaigns require the HSE application form or an online form, and some say “CV’s not accepted”. The HSE judges you only on what you write on the form.
Can the HSE sponsor a healthcare assistant from abroad?
No. Healthcare assistant roles are not on the Critical Skills Occupations List, and the HSE says it cannot sponsor a permit for roles that are not on it. Private nursing homes and home-care providers can sponsor carers under a General Employment Permit.
What does “panel” mean in HSE jobs?
A panel is a ranked list of candidates who passed the interview. Jobs are offered in order of merit as they come up, so you may wait months. Being on a panel does not guarantee an offer.
Are HSE interviews online?
It depends on the campaign. Some are online, and some say interviews are in person only. Check the vacancy page and the campaign information before you apply.
Who pays for police clearance certificates?
You do. You need one for every country where you lived for 6 months or more since your 16th birthday, and US clearances must come from the FBI.
How much is the HSE relocation package?
Up to €4,710 if you move from outside the EU, or €4,160 from the EU or UK, covering up to 3 months’ accommodation and your flight. The HSE may also cover registration, visa and test fees.
How long do I have to start after an HSE job offer?
If you are joining from outside the HSE, you must start within 3 months of your formal offer, or it may be withdrawn.
