Filipino nurses in Ireland 2026: NMBI fees, HSE staff nurse pay and permits to Filipinos

Filipino Nurses in Ireland (2026): NMBI Registration, RCSI Test, DMW Rules and Pay

Last updated: 31 October 2026 | Checked against the Nursing and Midwifery Board of Ireland (NMBI) fee schedule and English language rules, the RCSI Faculty of Nursing and Midwifery aptitude test pages, HSE pay scales from 1 June 2026, DETE employment permit statistics and Department of Migrant Workers (DMW) guidance.

Filipino nurses have been part of Irish hospitals for more than 20 years, and Ireland is still hiring. DETE issued 4,402 employment permits to Philippine nationals from January to September 2026, more than any other nationality except Indians, and most of that demand is in health care.

The hard part is not the visa. It is getting registered with the Nursing and Midwifery Board of Ireland (NMBI), passing whatever test NMBI asks for, and clearing the Department of Migrant Workers (DMW) before you fly. This guide walks a Philippine-trained nurse through every step, with the real fees, who usually pays them, and how long each stage takes.

Quick answer

Yes, Filipino nurses can work in Ireland. First pass OET or IELTS Academic at NMBI’s scores, then apply to NMBI for qualification recognition (€350). Most Philippine-trained nurses are then asked to pass the RCSI aptitude test (€2,800, often reimbursed by the employer) or complete an adaptation period in Ireland. Once you have your NMBI PIN, your employer applies for a Critical Skills Employment Permit, you apply for an Irish visa through VFS in Makati or Cebu, and you complete the DMW requirements before departure. HSE staff nurses earn €38,166 to €56,592 a year (scales from 1 June 2026). Expect the whole process to take around 9 to 12 months.

The Route From the Philippines to an Irish Ward

There are six stages, and the order matters. Most delays happen because nurses start them in the wrong order, for example resigning from their job in Manila before NMBI has made a decision.

Six steps for a Filipino nurse to work in Ireland: English test, NMBI recognition, decision letter, job offer and AWS, PIN, permit and DMW
Follow the steps in this order. Resigning before your NMBI decision is the most common mistake.
  1. Pass your English test.
  2. Apply to NMBI for qualification recognition and upload your documents.
  3. Receive your NMBI decision letter, which tells you whether you need a test or an adaptation period.
  4. Get a job offer from an Irish employer, then come to Ireland under the Atypical Working Scheme to complete the test or adaptation.
  5. Pass, register with NMBI and get your PIN.
  6. Your employer applies for your Critical Skills permit, and you complete the Irish visa and DMW requirements.

Step 1: The English Test

Do this first. NMBI will not move your file forward without a valid result, and an expired result stalls everything behind it. NMBI accepts two tests:

  • OET (Occupational English Test): at least grade B in three of the four parts (listening, reading, writing and speaking) and at least C+ in the remaining part.
  • IELTS Academic: 7.0 overall, with 7.0 in three parts and at least 6.5 in the remaining part.

Results must come from a single test sitting and be less than two years old when NMBI assesses them. Most Filipino nurses find OET easier because it uses clinical tasks, such as writing a referral letter, rather than academic essays. Both tests are available in Manila and other Philippine cities; check the current fee in pesos with the test provider before you book.

Step 2: NMBI Qualification Recognition

Nurses trained outside the EU apply online through MyNMBI. You pay the €350 overseas qualification recognition fee yourself: NMBI says only the nurse can pay, not an agent. When you are registered later, there is a further €145 overseas registration fee.

For a Philippine-trained nurse, expect to upload:

  • Your passport
  • Your BSN diploma and Transcript of Records
  • Evidence of your clinical training hours (Related Learning Experience)
  • Your PRC Board of Nursing licence and a certificate showing you are in good standing
  • A post-registration experience form signed by your Chief Nurse, Director of Nursing or nurse manager. NMBI does not count experience that is not documented this way
  • Your OET or IELTS result

Check NMBI’s current document list for the exact forms and certification rules before you upload. Missing or uncertified documents are the most common reason files sit in the queue for months.

Do not resign yet. NMBI advises applicants not to move to Ireland, leave their current job or apply for nursing posts until they have a registration decision. Keep working and building experience while you wait.

Step 3: Your NMBI Decision Letter

NMBI compares your BSN with Irish nursing education and sends a decision letter with one of three outcomes:

  • Recognised: you can go straight to registration. This is uncommon for nurses trained outside the EU.
  • Compensation measure required: you must pass the RCSI aptitude test or complete a supervised adaptation period in an Irish hospital or nursing home. This is the usual outcome for Philippine-trained nurses.
  • Refused: you can accept the decision or appeal it (the appeal fee is €150).

Step 4: Job Offer, AWS and the RCSI Aptitude Test

The RCSI Faculty of Nursing and Midwifery runs the aptitude test for overseas general nurses who have an NMBI decision letter that names it. It has a theory exam (multiple choice) and a practical exam (OSCE), and both are held in Ireland. Your decision letter covers one test with two attempts.

  • Fee: €2,800, paid by bank transfer when you apply. It drops to €2,500 when it is paid directly by a prospective employer, or its agent, that has a service agreement with RCSI.
  • Dates: RCSI publishes test dates at least a year ahead. There are no first-attempt theory or OSCE sittings in July or December in 2025 and 2026.
  • Your name: it must match your NMBI decision letter exactly.

To come to Ireland for the test or an adaptation period, you need a job offer and permission under the Atypical Working Scheme (AWS), which allows up to six months in Ireland for this purpose. You cannot work as a registered nurse during that time.

Many Irish employers reimburse the RCSI fee, the AWS fee, the employment permit fee and part of your flights. Recent HSE and nursing home recruitment adverts aimed at overseas nurses list these reimbursements, sometimes with an accommodation allowance. Ask for every reimbursement in writing before you accept an offer.

Ask which of these costs your employer will reimburse, and get it in writing.

Step 5: Your PIN, Permit and Pay

When you pass, RCSI tells NMBI, and NMBI emails you about completing your registration. Once you pay the €145 registration fee and are entered on the register, you receive your NMBI PIN. Your employer then applies for your Critical Skills Employment Permit. Registered nurses are on the Critical Skills list, which means:

  • No labour market test for your employer
  • Your spouse and children can join you straight away, and your spouse can work on Stamp 1G
  • You can apply for Stamp 4 after 21 months of employment, then change employers without a permit

How much Filipino nurses earn in Ireland

Role (HSE scale, 1 June 2026)Annual salary
Staff Nurse, first point€38,166
Staff Nurse, top of the scale€56,592
Clinical Nurse Manager 1€57,780 to €70,087

These figures exclude overtime, night duty and weekend premiums, which add up quickly on shift work. The HSE scale applies in public hospitals; private hospitals and nursing homes set their own pay. For the permit, DETE accepts the public-sector pay agreement rate for HSE and other public posts, but a private employer must offer at least €40,904 a year.

Step 6: The Philippine Side (DMW)

An Irish employment permit and visa do not, on their own, let you leave the Philippines as an overseas Filipino worker. You also need DMW clearance.

DMW checklist for Filipino nurses going to Ireland: licensed agency, contract verification, PDOS, OWWA and departure clearance
An Irish permit and visa are not enough on their own to leave the Philippines as an OFW.
  • How you are hired matters. Philippine rules generally prohibit direct hiring. You either go through a DMW-licensed recruitment agency with an approved Irish job order, or your contract is processed under a direct-hire exemption. One exemption covers professionals whose contracts are verified and meet minimum standards, but no more than five workers may be hired this way for the first time.
  • Contract verification. Your employment contract must be verified by the Migrant Workers Office (MWO) that covers Ireland before the DMW will register it. For years this was handled through the Philippine Embassy in London. The Philippine Embassy in Dublin reopened in late 2024 and moved into its permanent chancery at 37 Mount Street Upper in November 2025, so confirm with the DMW or your agency which office verifies Irish contracts now.
  • Before departure. Complete the pre-departure orientation seminar, keep your OWWA membership active and get your DMW departure clearance. The DMW’s guidance still describes the Overseas Employment Certificate (OEC), while it rolls out the digital OFW Pass; confirm which one applies to you before you book flights.
  • Your Irish visa. Once the permit is approved, apply for a long stay employment visa online and hand in your documents at VFS Global in Makati or Cebu. Our guide to the Irish visa from the Philippines covers the documents and fees.

Before you sign with an agency, check its licence and the Irish job order on the DMW website, and get every fee in writing. Our jobs in Ireland for Filipinos guide explains the DMW rules in more detail.

How Long the Whole Process Takes

Typical timeline for a Filipino nurse moving to Ireland: 9 to 12 months from English test to first shift
Times vary, but incomplete NMBI documents cause most delays.

For most Philippine-trained general nurses, 9 to 12 months from the English test to the first paid shift is realistic. NMBI’s assessment takes several months once your documents are complete, and the RCSI test calendar decides how quickly you can sit the exam after you arrive. The single biggest cause of delay is incomplete paperwork, so get your PRC and school documents certified before you apply.

Red Flags When Recruiters Contact You

  • Anyone who asks you to pay for an Irish job offer or a “guaranteed” NMBI decision. Nobody can buy you a faster NMBI decision.
  • An agency that is not on the DMW’s list of licensed agencies, or a job order you cannot find on the DMW website.
  • Pressure to travel to Ireland on a tourist visa to “look for work”. A visit visa does not allow you to work, and it is not the Atypical Working Scheme.
  • A contract that does not state the salary, hours and which costs the employer will reimburse.

Frequently Asked Questions

Can Filipino nurses work in Ireland?

Yes. Filipino nurses can work in Ireland once they are registered with NMBI and hold an employment permit. Registered nurses are on Ireland’s Critical Skills list, so the Critical Skills Employment Permit is the usual route, and it lets your family join you straight away.

How much does NMBI registration cost from the Philippines?

NMBI charges €350 for overseas qualification recognition and €145 for overseas registration, then €100 a year to stay on the register. If NMBI asks you to take the RCSI aptitude test, that costs €2,800, or €2,500 when an employer with an RCSI agreement pays it. Many employers reimburse the test fee.

What OET or IELTS score do Filipino nurses need for Ireland?

For OET you need at least grade B in three of the four parts and at least C+ in the fourth. For IELTS Academic you need 7.0 overall, 7.0 in three parts and at least 6.5 in the fourth. Results must be from one sitting and less than two years old.

Do Filipino nurses have to take the RCSI aptitude test?

Most do. NMBI usually asks nurses trained outside the EU to complete a compensation measure, which is either the RCSI aptitude test or a supervised adaptation period in Ireland. Your NMBI decision letter tells you which applies.

Can I take the RCSI aptitude test in the Philippines?

No. The theory exam and the OSCE are held in Ireland. You come to Ireland with a job offer under the Atypical Working Scheme, which allows up to six months to complete the test.

How much do Filipino nurses earn in Ireland?

On HSE pay scales from 1 June 2026, a staff nurse earns €38,166 at the first point, rising to €56,592. Overtime and shift premiums come on top. Private employers set their own pay but must offer at least €40,904 a year for a Critical Skills permit.

Do I need a DMW-licensed agency to work as a nurse in Ireland?

Usually, yes. Philippine rules generally prohibit direct hiring, so most nurses go through a DMW-licensed agency with an approved Irish job order. A direct-hire exemption is possible for professionals in limited cases, and your contract must be verified by the Migrant Workers Office that covers Ireland.

Can my family come with me to Ireland?

Yes. On a Critical Skills Employment Permit your spouse and children can join you straight away, and your spouse can work on Stamp 1G without a separate permit.
