Last updated: 1 November 2026 | Checked against the Nursing and Midwifery Board of Ireland (NMBI) pages on qualifications from outside the EU, English language requirements, compensation measures, fees, the Register and annual renewal; the RCSI Faculty of Nursing and Midwifery aptitude test pages; Immigration Service Delivery’s Atypical Working Scheme for nurses; and the Department of Enterprise’s employment permit rules for nurses.
Every nursing job we post from the HSE says the same thing: you need NMBI registration. It is the one step no overseas nurse can skip, and it is where most applications stall. The rules are spread across dozens of NMBI pages, so people pay agents to explain them or give up halfway.
This guide puts the whole process in one place, in the order you actually do it: the free eligibility check, the documents, the English test, the decision letter, the RCSI aptitude test or adaptation period, the Atypical Working Scheme, and finally your PIN. It works for nurses trained anywhere outside the EU, including the Philippines, Pakistan, India, Nigeria and the United States.
Quick answer
NMBI registration has two stages: qualification recognition (€350) and then registration (€145). You apply online through MyNMBI with certified copies of your documents. Most nurses trained outside the EU get a decision letter asking for a compensation measure: the RCSI aptitude test (€2,800) or a supervised adaptation period of at least 6 weeks, both done in Ireland. To come to Ireland for it you need a signed job contract and permission under the Atypical Working Scheme (up to 6 months). You need IELTS Academic 7.0 or OET grade B unless you trained in English in the US, UK, Canada, Australia or New Zealand. Once you pass and register, NMBI gives you a PIN and your employer applies for your employment permit.

The 6 Steps in Order

- Check which applicant group you are in (free, on MyNMBI).
- Apply for qualification recognition with certified documents and pay €350.
- Receive your decision letter, which tells you what NMBI needs from you next.
- Get a job contract and Atypical Working Scheme permission if you need to come to Ireland for a test or adaptation.
- Pass the RCSI aptitude test or complete an adaptation period.
- Apply for registration (€145), show your English evidence and get your PIN.
Step 1: Find Out Your Applicant Group (G1, G2 or G3)
NMBI sorts every overseas applicant into one of three groups, and the group decides how your file is assessed:
- G1: nurses who qualified in the EU under automatic recognition. Administrative check only.
- G2: EU Directive applicants under the general systems route. Administrative and qualification assessment.
- G3: applicants whose training is not covered by the EU Directive. Administrative and qualification assessment.
NMBI does not publish a country-by-country list. You find your group by logging into MyNMBI and answering a few questions; NMBI says there is no fee at this stage. If you trained outside the EU, expect a full qualification assessment, and expect that a compensation measure is possible, because NMBI applies those to G2 and G3 applicants only.
Step 2: Apply for Qualification Recognition
This is Stage 1. You cannot apply for registration until NMBI has recognised your qualification. The application is made online and the €350 fee is paid as part of submitting it on MyNMBI. If your first application has a problem and you resubmit within seven days, NMBI says you do not pay the recognition fee a second time.
Documents that must be certified
NMBI asks for certified copies of:
- Your current passport or national identity card
- Evidence of any change of name (marriage certificate, birth certificate or deed poll)
- Your qualification parchment (diploma or degree certificate)
- Your qualification transcript and, where you have one, a diploma supplement
- Evidence of current professional registration or licensing (your registration certificate or licence)
- Certified translations of any document not in English
- A certificate of good standing from the regulator you are registered with. NMBI says that without it your application cannot progress and will eventually expire.
The exact list depends on your group, and MyNMBI’s overseas recognition tool shows the full list for your case. Check it before you upload.
How to certify a copy correctly
A certified copy is a first-generation photocopy that an appropriate authority has checked against the original. NMBI accepts certification by a solicitor or lawyer, a notary public, a peace commissioner, a justice of the peace or a commissioner for oaths (and a Post Office in the UK only). The certifier must confirm they have seen the original, write their full name and profession, and stamp, sign and date the copy.
Translations must be done by a qualified translator, signed and stamped, and include the translator’s phone number, address and email.
The most common delay: uncertified scans, copies of copies, or a certifier who forgot their name and profession. Get every document certified properly the first time.
The English Language Requirement
Since 2 April 2018, every applicant with a qualification from outside Ireland must show NMBI they have the necessary English. For online applications, NMBI asks for the evidence at Stage 2 (registration), but book your test early: a test result is only valid for two years, and it is easy to run out of time while you wait for other steps.
| Test | Minimum score NMBI accepts |
|---|---|
| IELTS Academic (or IELTS Academic for UKVI) | 7.0 overall, with at least 7.0 in three parts and 6.5 in the fourth. In NMBI’s table: listening 7.0, reading 7.0, writing 6.5, speaking 7.0 |
| OET (Nursing) | Grade B in three parts and at least C+ in the fourth. In NMBI’s table: listening B, reading B, writing C+, speaking B |
NMBI’s rules on results are strict:
- Results must be less than two years old.
- One sitting only. NMBI does not accept combined results from different tests.
- NMBI does not accept IELTS One Skill Retake, IELTS Online or OET@Home.
- NMBI verifies your scores independently.
- If you apply without meeting the English requirement, the assessment fee is not refunded.
Who does not need an English test
NMBI has two exemption routes, both limited to five countries: Australia, Canada, New Zealand, the United Kingdom and the United States.
- Pathway 1: you completed your nursing education in English in one of those countries. Your qualification document must show where the college is. Colleges in Quebec and New Brunswick need written confirmation that the course was taught in English.
- Pathway 2: you have at least three years of post-registration practice within the last five years in one of those countries, shown by a letter from your employer or nursing authority.
The Philippines, Pakistan, India and Nigeria are not on NMBI’s list, even though nursing courses there are often taught in English. Nurses trained in those countries need IELTS or OET.
Step 3: Your Decision Letter
When NMBI finishes assessing your file, you get one of four outcomes:
- Your qualifications are recognised. You can go straight to registration.
- Further information is required. NMBI tells you what is missing.
- You must complete a compensation measure (G2 and G3 applicants only). This is the usual result for nurses trained outside the EU.
- Provisional refusal. You can appeal to NMBI’s Registration Committee (the appeal fee is €150) and then to the High Court within three months.
A decision letter is normally valid for 12 months from the date it was issued. NMBI can extend that for overseas applicants, but it says it can end an extension with three months’ notice, so do not count on more time.
NMBI does not publish a fixed processing time. Keep working and do not resign, sell property or book flights until your decision letter arrives.
Step 4: Choose a Compensation Measure
If your letter asks for a compensation measure, what you can choose depends on the division (the part of the Register) you are applying for:
- General nurses and psychiatric nurses can choose either an aptitude test or an adaptation period.
- Every other division (for example children’s, intellectual disability or midwifery) must complete an adaptation period.
Once you complete one option, you cannot switch to the other.
| RCSI aptitude test | Adaptation period | |
|---|---|---|
| What it is | Part 1: theory test (multiple choice). Part 2: practical test (OSCE). You must pass Part 1 before Part 2 | Supervised clinical practice in an NMBI-approved Irish hospital or care facility, with an assessment |
| How long | Two test events (Immigration Service Delivery describes it as taking place over two weekends) | At least 6 weeks of clinical learning, plus induction and theory; can be extended to 12 weeks or more |
| Cost | €2,800, or €2,500 when paid directly to RCSI by an eligible prospective employer | Set by the facility or employer; NMBI’s Candidate Register fee is €20 |
| Where | Smurfit Building, Beaumont Hospital, Dublin 9 | An NMBI-approved facility matched to your division |
| Who arranges it | You apply to RCSI with your decision letter | You or your future employer; NMBI does not arrange placements |
| Time limit | 12 months from NMBI’s email to complete it | 12 months from the letter to secure a placement, or the application is closed |
| Attempts | Two attempts at each part (the fee covers both); no third attempt | A second opportunity if the first is unsuccessful |
The RCSI aptitude test
RCSI’s Faculty of Nursing and Midwifery runs the test. To apply, you need an in-date NMBI decision letter that names the General Nurses Division and says you must complete a compensation measure through the RCSI test. NMBI says RCSI currently offers tests for general nurses and psychiatric nurses. Results go to you and to NMBI within three days of the test. When you pass, you tell NMBI through MyNMBI and move on to registration.
The adaptation period
During an adaptation period NMBI puts your name on the Candidate Register and issues a Candidate Certificate. You work under supervision as a “candidate nurse” while you are assessed. You must find the placement yourself, or through your employer, then enter the facility’s details on MyNMBI and upload a confirmation letter. If you are not successful, NMBI issues a provisional refusal, which you can appeal.
Many Irish employers that recruit overseas nurses offer to arrange the adaptation or pay the RCSI fee. Get any offer like this in your written contract.
Step 5: The Atypical Working Scheme (Coming to Ireland)
Both compensation measures happen in Ireland. Immigration Service Delivery’s Atypical Working Scheme (AWS) for nurses lets you come to Ireland only to complete the RCSI test or a clinical adaptation and then apply for an employment permit. The key rules on its page are:
- Maximum 6 months in all cases.
- You need a signed employment contract for at least 2 years (or permanent) with a licensed and registered facility. A letter of offer is not enough, and the contract must be signed in ink and dated by both sides.
- The permission covers one employer and one work location. Agency work is not allowed.
- No other work. You cannot work as a healthcare assistant or in any other job while on AWS.
- Only one AWS application in any 12-month period.
- You apply online from outside Ireland and pay a €250 non-refundable fee. Allow at least 20 working days, and do not book travel until you have your approval letter.
- Visa-required nationals apply for AWS from outside Ireland first, then apply for the visa.
- If you do not get NMBI registration, you must leave before the 6 months end, even if an appeal is still running.
The Department of Enterprise adds that your employment permit application must include a copy of your AWS approval letter, and that you should apply for the permit within the AWS period.
Step 6: Register, Get Your PIN and Start Work
Registration is Stage 2. You apply on MyNMBI, pay the €145 overseas registration fee and provide your English language evidence (unless you are exempt). Your name is then entered in the relevant division of the Register and NMBI issues your Personal Identification Number (PIN).
Once you have your PIN, your employer applies for your employment permit. Registered nurses are on Ireland’s Critical Skills list, so most nurses get a Critical Skills Employment Permit, which lets your spouse and children join you and leads to Stamp 4. After the permit is granted, register your immigration permission at your local immigration office within 90 days of arrival.
HSE staff nurses earn €38,166 at the first point of the scale, rising to €56,592 (HSE pay scales from 1 June 2026), before overtime and shift premiums.

The 12 Divisions of the NMBI Register
You register in a division that matches your training. Most overseas nurses apply for the General Nurses Division (RGN). The full list is:
| Division | Title after registration |
|---|---|
| General Nurses | Registered General Nurse (RGN) |
| Midwives | Registered Midwife (RM) |
| Children’s Nurses | Registered Children’s Nurse (RCN) |
| Psychiatric Nurses | Registered Psychiatric Nurse (RPN) |
| Intellectual Disability Nurses | Registered Nurse Intellectual Disability (RNID) |
| Public Health Nurses | Registered Public Health Nurse (RPHN) |
| Nurse Tutors | Registered Nurse Tutor (RNT) |
| Midwife Tutors | Registered Midwife Tutor (RMT) |
| Nurse Prescribers | Registered Nurse Prescriber (RNP) |
| Midwife Prescribers | Registered Midwife Prescriber (RMP) |
| Advanced Nurse Practitioners | Registered Advanced Nurse Practitioner (RANP) |
| Advanced Midwife Practitioners | Registered Advanced Midwife Practitioner (RAMP) |
If you are already registered and want another division, you may need to go through recognition and registration again. NMBI charges €200 for recognition and €80 for registration in an additional division.
All NMBI Fees for Overseas Nurses
| Fee | Amount |
|---|---|
| Overseas qualification recognition | €350 |
| Overseas registration | €145 |
| Annual retention (to stay on the Register) | €100 |
| Candidate Register (during adaptation) | €20 |
| Additional division: recognition / registration | €200 / €80 |
| Appeal | €150 |
| Certificate of Current Professional Status (CCPS) | €80 |
| RCSI aptitude test (paid to RCSI, not NMBI) | €2,800, or €2,500 via an eligible employer |
NMBI fees are paid on MyNMBI when you submit each application. Immigration and permit fees are extra. Our guides to the Critical Skills permit and the Ireland work visa cover those.
Staying Registered: Annual Renewal
- You renew every year on MyNMBI. NMBI does not take renewal payments by phone.
- The 2027 renewal window runs from 28 October 2026 to 31 January 2027.
- Nurses registered for the first time on or after 1 September 2026 do not renew until the 2028 cycle.
- If you miss the deadline, your name goes on a list for removal, and NMBI notifies employers, the Minister for Health and the HSE of removals. To be restored, NMBI’s renewal page lists a €250 fee on top of the annual fee.
- NMBI’s Professional Competence Scheme starts in January 2027, with the first audits due in 2030.
Notes by Country
- United States: if you trained in English in the US, or have three years’ recent practice there, you are exempt from IELTS and OET. You still go through recognition and, usually, a compensation measure. Our American nurses in Ireland guide covers the US route in full.
- Philippines: you need IELTS or OET, and you also need DMW clearance before you leave. Our Filipino nurses in Ireland guide covers the DMW side.
- Pakistan: you need IELTS or OET. Our Pakistani nurses in Ireland guide covers PNMC verification and the BE&OE protector. Get your nursing registration documents and degree certified and, where needed, translated before you apply. See jobs in Ireland for Pakistanis and the Ireland work visa from Pakistan.
- India and Nigeria: you need IELTS or OET. See our Indian nurses in Ireland guide, jobs in Ireland for Indians and jobs in Ireland for Nigerians.
Mistakes That Cost Nurses Months
- Uploading uncertified or second-generation copies. NMBI wants first-generation certified copies with the certifier’s name and profession.
- Using IELTS Online, OET@Home or a One Skill Retake. NMBI does not accept them.
- Letting the English result expire. It must be under two years old when NMBI assesses it.
- Letting the decision letter expire. You have 12 months to complete the test or secure an adaptation placement.
- Accepting a “letter of offer” instead of a contract. The Atypical Working Scheme needs a signed contract of at least two years.
- Taking a healthcare assistant job while on AWS. This is not permitted under any circumstances.
- Paying someone for a “guaranteed” NMBI decision. Nobody can buy a faster or easier decision.

Frequently Asked Questions
How much does NMBI registration cost for overseas nurses?
NMBI charges €350 for overseas qualification recognition and €145 for overseas registration, then €100 a year to stay on the Register. If you need the RCSI aptitude test, that costs €2,800, or €2,500 when an eligible employer pays RCSI directly.
What IELTS or OET score does NMBI need?
IELTS Academic 7.0 overall, with 7.0 in three parts and at least 6.5 in the fourth, or OET Nursing with grade B in three parts and at least C+ in the fourth. Results must come from one sitting and be less than two years old. NMBI does not accept IELTS Online, OET@Home or IELTS One Skill Retake.
Who is exempt from the NMBI English test?
Nurses who trained in English in Australia, Canada, New Zealand, the United Kingdom or the United States, or who have three years’ post-registration practice within the last five years in one of those countries. Nurses trained in the Philippines, Pakistan, India or Nigeria are not exempt.
Do I have to take the RCSI aptitude test?
Only if your decision letter asks for a compensation measure and you choose the test. General and psychiatric nurses can choose the RCSI test or an adaptation period. Nurses applying to other divisions must do an adaptation period.
Can I take the RCSI aptitude test outside Ireland?
No. Both parts are held at the Smurfit Building, Beaumont Hospital, Dublin 9. Most nurses come to Ireland for it under the Atypical Working Scheme, which needs a signed job contract and gives up to six months.
How long is an NMBI decision letter valid?
Normally 12 months from the date of issue. NMBI can extend it for overseas applicants but can end an extension with three months’ notice.
Can I work as a healthcare assistant while I wait for NMBI registration?
Not while you are in Ireland on the Atypical Working Scheme: Immigration Service Delivery says healthcare assistant work is not permitted under any circumstances on that permission. Healthcare assistant jobs on a separate employment permit are a different route.
When do I get my NMBI PIN?
After you pass your compensation measure (if one was required), apply for registration on MyNMBI and pay the €145 fee. NMBI then enters you on the Register and issues your PIN, and your employer can apply for your employment permit.
