If you are moving to Ireland on an employment permit, two numbers will govern your life there: the stamp on your Irish Residence Permit when you arrive, and the stamp you are trying to reach.
Almost everyone starts on Stamp 1. Almost everyone is aiming for Stamp 4. The distance between them determines whether you can change jobs, start a business, bring family, or ever apply for citizenship.
This guide explains what each stamp actually permits, how long the journey takes on each permit route, and the conditions that catch people out along the way.
Quick Answer: What Is the Difference Between Stamp 1 and Stamp 4?
Stamp 1 ties you to one employer and depends on holding a valid employment permit. Stamp 4 lets you work for any employer without a permit, change jobs freely and run a business. Critical Skills permit holders can apply for Stamp 4 after 21 months; General Employment Permit holders after 57 months.
Stamp 1 vs Stamp 4 at a Glance
| Stamp 1 | Stamp 4 | |
|---|---|---|
| Employment permit needed? | Yes — the stamp depends on it | No |
| Tied to one employer? | Yes | No — work for anyone |
| Change jobs | Only after 9 months, within the same profession, with the permit reissued first | Freely, at any time |
| Start a business | No | Yes |
| If you lose your job | Your permission is at risk — you must notify DETE | Your permission is unaffected |
| Counts toward citizenship? | Yes, reckonable | Yes, reckonable |
| Typical duration | Matched to your permit | Usually issued for longer periods, renewable |
| How you get it | Automatically, on registering with an employment permit | By separate application to ISD once eligible |
The single sentence that captures it: Stamp 1 is permission to do one job for one employer. Stamp 4 is permission to live and work in Ireland like a resident.
What Is Stamp 1?
Stamp 1 is the immigration permission granted to most people who come to Ireland to work on an employment permit. It is recorded on your Irish Residence Permit after you register following arrival.
What Stamp 1 allows
- Work in the specific job, for the specific employer, named on your employment permit.
- Live in Ireland for the duration of the permission.
- Travel in and out of Ireland, subject to holding a valid entry visa if your nationality requires one.
What Stamp 1 does not allow
- Working for a different employer without going through the change-of-employer process.
- Self-employment or running a business.
- Working at all if your employment permit lapses. The stamp is dependent on the permit, not the other way round.
ISD is explicit that you must not start a job unless you or your employer has obtained an employment permit for you. This is the core constraint of Stamp 1 and the reason people are so keen to leave it behind.
The Stamp 1 variants
| Stamp | Who it is for |
|---|---|
| Stamp 1 | Standard employment permit holders |
| Stamp 1A | Trainee accountants in full-time accountancy training |
| Stamp 1G | Two distinct groups: graduates of Irish third-level institutions under the Third Level Graduate Programme, and spouses or de facto partners of Critical Skills permit holders |
| Stamp 1H | Non-consultant hospital doctors |
The 1G distinction matters. If you hold a Critical Skills Employment Permit, your spouse or partner gets Stamp 1G and can work for any employer without needing their own permit — which in practice is closer to Stamp 4 than to Stamp 1. Graduates on 1G typically get 12 months, extendable by a further 12 months for master’s holders.
What Is Stamp 4?
Stamp 4 is permission to live in Ireland for a specified period without needing an employment permit. It is the goal for most permit holders because it decouples your immigration status from your job.
What Stamp 4 allows
- Take up employment with any employer, with no employment permit.
- Change jobs whenever you like, with no notification, no reissued permit and no waiting period.
- Establish and operate a business.
- Work in a regulated profession, subject to the relevant professional body’s own conditions.
- Access state funds and services as determined by the relevant government departments.
Crucially, Stamp 4 is reckonable residence for citizenship by naturalisation.
What Stamp 4 is not
It is not permanent residency and it is not citizenship. It is granted for a specified period and must be renewed. It also cannot be obtained through length of residence alone — you have to qualify through one of the defined routes ISD lists.
How Long Until You Can Apply for Stamp 4?
This is where your choice of permit route pays off or costs you dearly.
| Route | Time to Stamp 4 |
|---|---|
| Critical Skills Employment Permit | 21 months of employment on the permit |
| General Employment Permit | 57 months (four years and nine months) |
| HSE doctors on Stamp 1H | 21 months |
| Spouse of an Irish citizen | Through the relevant family route rather than employment |
| Long-term residency and other routes | Varies by category |
The gap is enormous. 21 months versus 57 months is a difference of three years. This is the strongest practical argument for targeting a Critical Skills occupation even if a General Employment Permit role is available sooner, and it is the point most job seekers underweight when choosing which offers to pursue.
Our Critical Skills Employment Permit guide covers which occupations qualify, and the General Employment Permit guide covers the wider route.
How to Apply for Stamp 4 After a Critical Skills Permit
One important change that older guidance still gets wrong: the DETE support letter was abolished in November 2023. You no longer need DETE to write to ISD on your behalf. You apply to Immigration Service Delivery directly.
- Confirm you have 21 months of employment on the Critical Skills permit. This is employment time, not simply time in Ireland.
- Gather your evidence — passport, current IRP, employment permit, employment contract, payslips covering the period, and a letter from your employer confirming ongoing employment.
- Apply to ISD through the relevant online channel for your category.
- Wait for the decision. Processing times vary; ISD publishes current timelines.
- Register the new permission and receive an updated IRP card showing Stamp 4.
Do not stop working while this is in progress. Your existing permission and permit remain in force until the new one is granted.

Which Stamps Count Toward Citizenship?
If Irish citizenship is your long-term goal, this determines whether your years in Ireland are building toward it or not.
Generally reckonable: Stamp 1, Stamp 1G in qualifying cases, Stamp 3, Stamp 4 and Stamp 5.
Generally not reckonable: Stamp 0, Stamp 2 and Stamp 2A. Time spent in Ireland as a student does not usually count.
This has a real consequence for graduates. If you studied in Ireland on Stamp 2 and then moved to Stamp 1G and Stamp 1, your clock effectively starts at the point you left student permission — not when you first arrived. Plan accordingly, and keep records of every permission you have held, including expired IRP cards, because you will need exact dates.
Registering and Renewing Your Permission
- You must register within 90 days of arriving in Ireland if you are staying longer than that.
- The standard registration fee is €300, for both first registration and renewal. Some categories are exempt.
- First registration is done in person — at Burgh Quay in Dublin, or your local Garda immigration office elsewhere. Biometrics are taken.
- All subsequent renewals within Ireland are done online. You cannot apply until you have fewer than 12 weeks left on your current permission.
- Family members must apply separately, even if renewing at the same time.
The renewal gap problem
ISD renewal processing has run long — more than 17 weeks for some categories. Because you cannot apply more than 12 weeks before expiry, it is entirely possible for your card to expire before the new one arrives.
There is a protection for employees. If your IRP expires before the replacement arrives, you may remain in the State for 12 weeks from the expiry date, provided you give your employer proof that you applied before the old card expired. The confirmation email from ISD serves as that proof. The conditions of your old card continue to apply.
Practical advice: apply the day you become eligible, keep the ISD acknowledgement email, and give your employer a copy immediately rather than waiting for a problem.
Common Mistakes
- Assuming Stamp 4 arrives automatically at 21 months. It does not — you must apply.
- Believing you still need a DETE support letter. That requirement ended in November 2023.
- Counting time in Ireland rather than time employed on the permit.
- Taking a General Employment Permit role without realising it means 57 months instead of 21.
- Letting permission lapse because the renewal window opens only 12 weeks before expiry.
- Discarding expired IRP cards. You need exact historical dates for citizenship applications.
- Working outside your stamp conditions — a Stamp 3 holder taking a job, for example.
- Assuming student years on Stamp 2 count toward naturalisation.
- Starting a business on Stamp 1. Not permitted.
- Not giving the employer proof of a pending renewal, then being unable to work legally during the gap.
Frequently Asked Questions
What is the difference between Stamp 1 and Stamp 4 in Ireland?
Stamp 1 permits you to work only in the specific job and for the specific employer named on your employment permit, and it depends on that permit remaining valid. Stamp 4 permits you to work for any employer without any employment permit, change jobs freely and operate a business.
How long does it take to get Stamp 4 in Ireland?
Critical Skills Employment Permit holders can apply after 21 months of employment on the permit. General Employment Permit holders must wait 57 months. Doctors employed by the HSE on Stamp 1H can apply after 21 months.
Do I still need a DETE support letter for Stamp 4?
No. The requirement for a support letter from the Department of Enterprise was abolished in November 2023. You now apply directly to Immigration Service Delivery.
Can I change jobs on Stamp 1?
Yes, but with conditions. Since 2 September 2024 you can change employer after nine months with your first employer, provided you stay within the same profession. Your permit must be reissued before you start, and you must begin within one month of it being issued.
Can I start a business on Stamp 1?
No. Stamp 1 does not permit self-employment or operating a business. Stamp 4 does.
Does Stamp 1 count toward Irish citizenship?
Yes. Stamp 1 is generally reckonable residence for naturalisation, as are Stamp 1G in qualifying cases, Stamp 3, Stamp 4 and Stamp 5. Stamp 0, Stamp 2 and Stamp 2A are generally not reckonable.
What happens to my Stamp 1 if I lose my job?
Your permission is at risk because it depends on the employment permit. You must notify the Department of Enterprise, and a limited period applies during which you may look for another eligible role. Contact DETE immediately rather than waiting.
How much does an IRP card cost?
The standard registration fee is €300, for both first registration and renewal. Some categories are exempt. Payment is by credit or debit card; cash is not accepted.
When can I renew my Irish Residence Permit?
You can apply online once you have fewer than 12 weeks remaining on your current permission. You must be in Ireland to apply, and family members must apply separately rather than together.
What if my IRP expires before the new card arrives?
If you are an employee, you may remain in the State for 12 weeks from the expiry date of the old card, provided you gave your employer proof that you applied before it expired. The ISD confirmation email serves as that proof, and the conditions of your old card continue to apply.
Is Stamp 4 the same as permanent residency?
No. Stamp 4 is granted for a specified period and must be renewed. It removes the need for an employment permit but it is not permanent residency and it is not citizenship.
What is Stamp 1G and how does it differ from Stamp 1?
Stamp 1G covers two groups: graduates of Irish third-level institutions under the Third Level Graduate Programme, and spouses or de facto partners of Critical Skills permit holders. Unlike Stamp 1, it allows work for any employer without a separate employment permit, though it does not permit self-employment.
Conclusion
The move from Stamp 1 to Stamp 4 is the most consequential transition in the Irish immigration system for working migrants. It converts a job-dependent permission into something close to ordinary residence.
Two decisions determine how fast you get there, and both are made early. Which permit route you enter on — 21 months on Critical Skills against 57 months on a General Employment Permit — and whether you keep your permission continuously valid, because gaps complicate everything downstream, including citizenship.
If you are still choosing between offers, that 36-month difference is worth more than a modest salary gap.
